Salt River Project Agricultural Improvement and Power District: generator, battery backup & CPAP rules

Service area: Electricity across much of the Phoenix metro area, including Tempe, Mesa, Chandler, Gilbert, Scottsdale and parts of Phoenix.

Short answer: Meter collars — Accepted. Medical program — Medical Preparedness Program. Backup battery program — None found.

Meter collar transfer switches

Accepted

SRP allows meter socket adapters (meter collars) for residential customers, but only models SRP has tested and approved; the current list is in SRP's PowerClerk application. SRP's handbook uses the ConnectDER (for solar) and the Tesla Backup Switch (for whole-home backup) as examples. The home must have a single-phase 120/240-volt self-contained meter panel rated 225 amps or less, the adapter must be UL 414 certified, and only one adapter is allowed per meter. SRP itself installs or removes the adapter through its meter-pull request process, and a Utility AC Disconnect Switch is required between the service panel and the solar or battery system.

Generator and battery disconnect requirements

A standby generator that never runs in parallel with the grid must use a break-before-make transfer setup: a double-throw safety switch (UL 98), a transfer switch built for the purpose (UL 1008), or a commercial-grade trapped key interlock. SRP says portable generators must not be connected to home wiring unless a permanent, approved transfer switch is used. Solar and battery systems connected to the grid need a manually operated Utility AC Disconnect Switch that SRP can lock open with its padlock and that shows a true visible open. For homes, it must be grouped within 10 feet of the service panel and be accessible to SRP 24 hours a day.

Gas meter upgrades for standby generators

Gas utility: Southwest Gas

SRP sells electricity, not natural gas; in its area, gas service generally comes from Southwest Gas. Southwest Gas's Arizona tariff says that when a customer needs changes such as a larger meter, the company may make them and the customer may have to pay for them. We found no published flat fee for a generator-related gas meter upgrade.

Medical program for CPAP, BiPAP and oxygen users

Program
Medical Preparedness Program
What it provides
Advance notice of planned outages and personal advance notice of Public Safety Power Shutoffs. It does not include a bill discount, and bill payment terms do not change; service can still be disconnected for non-payment. Enrollees can add a Safety Net contact who receives past-due alerts.
CPAP / BiPAP
CPAP machines and small volume nebulizers do not qualify. Qualifying devices include oxygen concentrators, ventilators, dialysis machines, infant apnea monitors, feeding or infusion pumps, suction machines and left ventricular assist devices.
Renewal
A physician must verify the equipment within 60 days of enrollment and again every three years.

Backup battery or generator programs

Program
None found
What it provides
We found no SRP backup battery or generator program or rebate for medical customers. SRP's enrollment form recommends that medical customers have their own backup power, such as a generator or battery. SRP's general SRP Battery Partner program pays bill credits to customers who let SRP draw on their home battery during conservation events; it is not a medical program.
